The Indiana Commission for Higher Education offers this scholarship to Indiana residents who currently live in, or lived in immediately before starting college, one of five underserved counties (Allen, Marion, Lake, St. Joseph, or Vanderburgh) and intend to teach there. Applicants can be admitted to or already attending an eligible Indiana college as a full-time, first-time undergraduate, so current high school seniors can apply once accepted for the fall. Recipients agree in writing to teach in an underserved Indiana county for at least three years, must meet the GPA their school of education requires for admission, and reapply each year with at least a 2.0 GPA to renew. A 2025 state law change shifted the program's eligibility to county residency rather than race or ethnicity, even though the legacy program name still references minority students.
