The West Virginia State Firemen's Association awards the Harman-Bailey and George Finley Scholarship to West Virginia residents pursuing post-secondary certificate, diploma, associate, or bachelor's degree programs. The applicant, or a parent or guardian, must have been an active member in good standing of a WVSFA-affiliated fire department for at least one year, and the applicant must have lived in West Virginia for at least a year. Applicants submit a roughly 250-word essay answering three set questions and two letters of recommendation from non-relatives. If awarded, first-semester funds are distributed at the Association's annual convention, and receiving later semesters' funds requires submitting grades within 60 days of each term's end. Applications are due July 1 each year.
