San Diego Promise covers up to two years of tuition (the state's $46-per-unit resident enrollment fee) and health fees at San Diego City, Mesa, or Miramar College -- the three campuses of the San Diego Community College District -- plus textbook grants, peer mentors, success coaches, and academic counselors. It's open to California residents starting college for the first time right after high school, students returning after a break of three or more semesters, and certain special populations (College of Continuing Education alumni, LGBTQIA+ students, veterans, undocumented students, foster youth, and justice-involved individuals). To enroll, apply for admission to City, Mesa, or Miramar College, then complete the FAFSA or California Dream Act application -- there's no separate Promise application, GPA minimum, essay, or fee.
