The American Legion Department of Kentucky's High School Oratorical Program challenges students in grades 9-12 to deliver a prepared speech on the U.S. Constitution plus an unrehearsed response to an assigned constitutional topic. District winners earn a $500 scholarship, and the top three finishers at the Kentucky department finals take home $1,000 to $2,000, with the state's top speaker moving on to compete for much larger national prizes. Any Kentucky high schooler can enter through their local district chair -- no Legion membership needed.
District winners receive $500; Department (state) finals pay $1,000-$2,000, with larger scholarships at the national rounds.
