The Portland Rose Festival Foundation selects up to 15 Rose Festival Court members each year -- one representing each of a set list of Portland-area high schools, plus "Metro East" and "Metro West" seats open to additional Clackamas and Washington County schools -- and every elected member receives a one-time $5,000 scholarship, provided by The Randall Group, usable at any accredited college, university, or trade program. Applicants must be female-identifying juniors or seniors with at least a 3.0 cumulative GPA (2.75-3.0 possible with an approved variance form), 20 hours of high school community service, and a non-relative recommendation; finalists are judged on character (50%), communication (25%), and presence (25%) through a written application, a speech to their student body, and interviews with community judges. The 2026 Court has already been selected; applications for the 2027 Court open in fall 2026.
